Custom vocabulary in AWS transcribe

Hi,

IPA is an optional field and is not needed any more by transcribe. I would suggest test once without IPA. Follow the rules given for the "Phrase" section of the document - https://docs.aws.amazon.com/transcribe/latest/dg/custom-vocabulary-create-table.html
