Even if you are using the free tier, you can open a case with AWS Support for free under "Account and billing".
Since this issue is related to your AWS account, you will need to check with AWS Support and consult with them.

Thank you for the reply. I opened the ticket and they fixed it by the next morning, so it was nothing that I did wrong. I wanted to post this followup just to say that the problem was fixed internally by AWS.
