Can't create MTurk project with survey link

I'm trying to create a new project on MTurk with survey link, but it gives an error: "Unable to update your project.". All other project types work.

    I've noticed that I can't save project if i want to assign 10$ per task as a payment. 9.99$ work and any number below it works
