Currently yes it is only available to US, UK and France if you are looking to be an expert. It' available to everyone, except China, if you are looking to hire an expert. It looks like they are working to expand in the future though.
Who is AWS IQ available to?
AWS IQ is available to AWS customers worldwide (except for China). AWS IQ experts are based in the US, France, and UK. We are working on allowing experts from other regions and will update the AWS What’s New blog when ready. Frequently Asked Questions
