To update the account settings you need to click on the gear icon on the lower left of the Query Editor v2 page (see below).
From here you can choose the 'Account Settings' option, and then update the S3 URI.
When you upload data to Redshift from the QEv2 loader, it will be staged in the S3 bucket specified in this account configuration. From there QEv2 will copy the data into Redshift.
