Can't Import Modules In Sagemaker Jupyter Notebook

I've tried to use the pip install librosa command within a jupyter notebook, yet I get a modulenotfounderror. Is there a place where I can use pip install librosa?

Tested in one of the notebook in my account and it works with !pip install librosa

Please review the configuration of your notebook instances, under the Network section, you should see the result as below:

*No custom VPC settings applied.
