What region is your EC2 instance in? I would recommend checking https://status.aws.amazon.com/ There were connectivity issues reported this morning that have been resolved.

As rightly put above in the status link, that might be what affected your instance. Although the issue has been resolved. Can you confirm all is working as expected now?
