Where are you seeing the "SendingEnabled": false value?
Note that:
-
To enable email sending for the entire AWS account, you can use the command:
aws ses update-account-sending-enabled --enabled --region <<sending_region>> -
To enable email sending for a configuration set, you can use the command:
aws ses update-configuration-set-sending-enabled --configuration-set-name <<ConfigSet>> --enabled
