Can you help understand more by adding more context to the issue like is it publicly accessible download if so check bucket permission, or if is through presigned url check expiry, or if backend proxies download check for any role or policy or bucket policy changes, if it is via cloudfront check the OAI bucket policy or other relevant settings.
In some causes check if your file is at the right path and it has not been denied at any level with various policies. And also consider file size and timeout issues and the type of clothes ent used to download like AWS API, custom webpage, third-party client, console, in all those cause check the correct api key used or the user profiles relevant policy
In my buckets permission I have block all public access on, not sure if that is something that should be off or not.
I might be way over my head here, cause I don't know what half of what you are asking me for means.
Everything was working just two days ago but now downloads are failing.
