AWS Organization Management IAC or Console which is recommended?

Hello,

Please i am seeking an expert advise i want to setup an organization with mutiple orgainzation and Team,
Please i eant to know which is best and follow the best practice to manage my AWS Organization

Should AWS Console be use or AWS IAC (Cloudformation/Terraform) ?

Help out with expert advise on how to do this to manage multiple OU and Sub Ou with Accounts?
