Provisioning new fax numbers.

Based on the above details, I understand that you want to provision a new fax number with the area code local to your customer's location. Hence, you wanted to confirm how can you request using AWS.

I reviewed and researched about your use-case, and I would like to confirm that AWS do not provide any service that can be used to provision new fax numbers.

AWS provides Pinpoint service but that service be used to only provision toll free number or short/long code phone numbers: https://docs.aws.amazon.com/pinpoint/latest/userguide/settings-sms-request-number.html

Hence, for your use-case, I would request you to please review some 3rd party providers which can help you provision fax numbers such as eFex, MyFax etc.
