php 7.4 for Linux AMI 1

I doubt it, considering Linux 1 is approaching EOL.

In the current phase of its life (Maintenance Support - see https://aws.amazon.com/blogs/aws/update-on-amazon-linux-ami-end-of-life/ ), we won't be bringing new versions of language runtimes to Amazon Linux 1.

There is PHP 7.3, which is supported until December 6th 2021 (see https://amazonlinux.github.io/al1-support-statements/support_info_by_support_statement.html#eol_php73-common which is linked from the FAQ here https://aws.amazon.com/amazon-linux-ami/faqs/ ).
