Do emails to addresses on your account-level suppression list count towards your Complaints Rate?

The SES documentation states:

SES doesn't count the messages that you send to addresses on the account-level suppression list toward the bounce rate for your account.

Is the same true for Complaints where the complaint sub type is "OnAccountSuppressionList"? I saw an increase to our Complaint Rate this morning that appeared to be due to two emails sent to addresses that were already on our account-level suppression list. Do we need to prevent our application from sending to email addresses on our account-level suppression list for which we have previously received a Complaint to prevent further hits to our Complaint Rate? My understanding and expectation was that the suppression list prevents hits to your Bounce and Complaint rates even though the documentation only explicitly mentions Bounces.
