codestar connection to github, connection of new github connections stopped working

While we already have the aws github app already installed in our github org. Trying to add a connection using it in this specific account (and I tried also in another account and got the same result) bumps eventually (after opening the window in github, authorization of access, etc) with this error:

You don’t have permission to create the connection. An owner with access to installation ###APP_number_here### must create the connection. If you are an organization owner, you must give the app read only access to members of the organization.

App has access from what I so in the org settings in github to members, and can't find any configuration blocking this

I'm an admin/owner of the github org And have full admin permissions in the AWS account

I'd be glad for any pointers
