Create RDS using AWS SDK

Question

I want to create an RDS PostgreSQL database instance using the AWS SDK for JavaScript v3 and the free tier template. Can you provide me with some code samples?
I get this error :
InvalidParameterCombination: The combination of engine version 15.3 and DB instance class db.t3.medium isn't supported for Multi-AZ DB clusters
I want to use Single-AZ db.t2.micro Instance.

That error message tells you that the Postgres version isn't supported on the instance type.  This page gives you the story.
