Batch job stuck for over 2 days in us-east-2

Question

I have 2 batch jobs stuck in us-east-2 for over 2 days. Similar issue happened last week and it got executed after about 2 days also. The batch job is big, requiring 20 vCPUs and 92160M memory. Similar batch job gets executed quickly on us-east-1. Maybe aws has less capable resources in us-east-2 for aws batch?

These 2 batch jobs are executed successfully now after 2-3 days wait. I feel the aws resource are released manually by aws admin during work hours, which explains long wait for resource over weekend and holidays.
