[Bug] [CodeArtifact] 409 status when publishing multiple versions of the same artifacts at the same time

I frequently get errors such as the following:

Caused by: java.io.IOException: Server returned HTTP response code: 409 for URL: https://-.d.codeartifact.us-east-1.amazonaws.com/maven/releases/<redacted>

This seems to be happening when performing concurrent releases of the same artifacts (different branches, different versions).
