RDS restore from S3 for MySQL with xtrabackup - stuck creating


Hello, I have an xtrabackup of a MySQL 5.7 server in s3 (approx 250gb uncompressed). I've created an RDS instance using Restore from S3 and it's currently stuck in "Creating" status for at least 6+ hours. The mysql error log doesn't give me any clues other than it seems to work and one of the last lines says it's ready for connections. The last event on the other hand says DB Instance Shutdown. Any ideas on why it keeps shutting down or why it's stuck in creating? Is there any other way to get insights on what's happening with the RDS instance?

In some cases, if there is an existing user in the previous database backup with the same name as the M'aster user of the current RDS instance being created, it can possible to failures.
