my ec-2 instance limit

Different EC2 instance types have different VCPU limits.

Please see the information in this link regarding Different instance types. Also confirm with your friend which Type they used

After both my friend and I installed the i3.xlarge machine, a 32 cpu limit was defined for my friend, but an 8 cpu limit was defined for me. We didn't do anything different.

Your quotas are based on your usage. Amazon EC2 will automatically increase your On-Demand Instance quotas based on your usage.
