AWS backup VSS error: Windows VSS Backup job error encountered.

Question

The original error was 
Volume Shadow Copy Service error: Unexpected error calling routine RegOpenKeyExW(-2147483646,SYSTEM\CurrentControlSet\Services\VSS\Diag,...).  hr = 0x80070005, Access is denied.
Operation:
   Initializing Writer
Context:
   Writer Class Id: {e8132975-6f93-4464-a53e-....}
   Writer Name: System Writer
   Writer Instance ID: {1c8b51a2-d08e-4c99-91c2-...}

I added the Network Service with FullControl in Diag, and the event log doesn't have this VSS error anymore but I still get the VSS backup job error encountered.
This Ec2 is a Domain Controller, file server with DHCP role and also have DFS enabled.

In my log, I think it required AWS powershell installed?
