RDS Taking too much time to start

Hello. The start and stop times of the RDS are always different.. There are many factors that affect database start/stop times. For example, the start/stop time can vary depending on the instance type/class type, network state at the time, database state before shutdown, and DBMS Engine type.

How long is it taking to start?

Generally when I have started RDS instances it usually takes around 10-15 minutes.
