Usage Quantity in Billing (report)

For DocumentDB, and many other AWS services, the billing is based on the number of "instance hours" consumed. This means that if you have 3 instances running for the entire month, the total instance hours would indeed be 2190 hours (730 hours in a month * 3 instances).

However, if you're seeing 14,000 hours in your Usage Quantity, it suggests that there might be additional instances or other factors contributing to the usage.

Probably the 14,000 hours usage quantity you are seeing likely represents the provisioned capacity, not the actual usage.

Provisioned capacity is the maximum potential usage you're paying for, even if your actual usage is lower.
