ECS service CPUUtilization - What are states of tasks that contribute to this calculation ?

I am looking at CPUUtilization for Service at https://docs.aws.amazon.com/AmazonECS/latest/developerguide/cloudwatch-metrics.html#available_cloudwatch_metrics metrics. From the definition it is not clear , that what are the states of tasks that contribute to this calculation.
