Export & make public AMI Debian 12.4 K6.1.0

I need a version of Debian that I can make my own to deploy as a public ami and it needs to be exportable to VHD for local testing. Here is my research: #1 https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/sharingamis-intro.html "Consider the following before making an AMI public. Ownership – To make an AMI public, your AWS account must own the AMI." #2 Searching: ami catalog I find:

• Debian Verified provider Debian 12 (HVM), SSD Volume Type

• ami-058bd2d568351da34 (64-bit (x86)) / ami-0f58aa386a2280f35 (64-bit (Arm))

• Debian 12 (HVM), EBS General Purpose (SSD) Volume Type. Community developed free GNU/Linux distribution #3 https://docs.aws.amazon.com/vm-import/latest/userguide/vmexport_image.html#limits-image-export

• I will be doing many software installs and configurations (all open SRC)

• I do not want to get to the end and AWS says don't have permission

• Will AWS allow export of Debian?

• My other option is to build my own VM and import but I cannot find an easy clean way to get a Debian 12.4 KER 6.1.0 ( every distro / mirror is 12.5 and ker 6.1.## & cant find the archives that make sense- I have searches for 2 hours) https://docs.aws.amazon.com/vm-import/latest/userguide/prerequisites.html#vmimport-operating-systems
