AWS CLI Python Module Error After Upgrading

I've recently upgraded my AWS CLI (v2) to the latest version and now when I try to use it I get the following error and I'm not sure how to resolve the issue.

Error loading Python DLL 'C:\Program Files\Amazon\AWSCLIV2\python311.dll'
LoadLibrary: The specified module could not be found.

I manage Windows Server versions from 2012 R2 to 2022 and they all appear to have the same error after updating. After a bit of trial and error, I found that the issue first started with version 2.13.26. When I look at the change log for that version it has the following entry.

* enhancement:Python: Update bundled Python interpreter to 3.11.6
