how do i fix my SMTP error on my WP site?

My wordpress website was launched on lightsail, with DNS from Route53, i have setup my SES, and have updated my WP SMTP mail with with the right details but yet i still receive error when i try to authenticate. my website cannot send verification emails and password reset emails to subscribers. The error i received below

2022-03-17 22:25:11 CLIENT -> SERVER: QUIT 2022-03-17 22:25:11 SERVER -> CLIENT: 221 Bye 2022-03-17 22:25:11 Connection: closed

how do i fix this please??

Any chance you are still in the SES Sandbox?

it still is, i have requested to remove from Sandbox though. regardless i should still be able to authenticate my smtp right?

I have gone through and followed all the steps, but i still get an error. this is the new error i have after trying to test my smtp

SMTP ERROR: Failed to connect to server: Connection timed out (110)SMTP connect() failed. https://github.com/PHPMailer/PHPMailer/wiki/Troubleshooting
