Cannot reach IPv4 Public IP or Public DNS (IPv4)

Seemingly out of nowhere, I cannot connect to my instance via its IP's. Can SSH fine. Have checked security groups – the relevant ports are open.
Tried associating a new elastic IP, same issue. Tried a new EC2 Instance, same issue. Completely stumped.
Edit: I've also tried using an older snapshot (where the server worked as expected) and I get the same issue, I think this rules out a linux config issue?
