Hello,
I found this doc with further guidance on force stopping your EC2 instance: https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/TroubleshootingInstancesStopping.html.
Additionally, this article on resolving a stuck EC2 instance might be what you're looking for: https://aws.amazon.com/premiumsupport/knowledge-center/ec2-instance-stuck-stopping-state/.
If this isn't useful, I recommend opening a case within your Support center for other helpful resources: http://go.aws/support-center.

Thanks, I also discovered that from browsing similar questions. I had completed the steps to start a replacement instance when the stuck instance finally stopped, so I was able to then just restart it. The file system had the signature of having the "plug pulled" so I'm assuming there was some underlying hardware problem that was corrected or things finally timed out and gave me new hardware for the restart.
But I also wondered that since I posted the instance ID, someone with the ability saw there was a problem and did something to allow the instance to stop. Is this possible?
