Ec2 Instance won't terminate - stuck in "shutting-down" state

Question

Hi,  
one of our instances failed and when we replaced it, tried to stop old box one: i-5f77c2ef  
For week now it is haning there and denies all attempts to terminate it.  
(Note: EC2 instance was provisioned from OpsWorks Layer)  
  
I know there should be possibility to force-terminate EBS-based instances, however this one is not the case.

Instance was running on degraded hardware and thats why API calls were not passing through. I have gone ahead and expedited the process. I see that instance is terminated now.
