Not able to disable foreign_key_checks parameter in aws rds mysql

Hi,

We have setup a slave which will replicate subset of tables using replication filters(replicate-do-table) in aws rds mysql. Since we are not replicating all tables(including some master tables), some foreign key checks are failing and replication is broken. We are trying to disable foreign key checks by changing the value of parameter foreign_key_checks to 0, However even after database reboot, still foreign key checks are enforced and replication is breaking.

Are we doing anything wrong?
