It may not be available depending on the instance type, but have you tried connecting via serial console?

You may also want to check the EC2 system log and check for any errors using the steps in the document below.
I think there is another way to take a snapshot and recreate EC2.

I was originally on free tier but have made the plunge to a t3, which has the serial console available. There was a faulty program consuming all the memory and causing the ssh to time out - it is now resolved. Thank you for the tip!
