No charge. Best way to see if we are charging for something is by either reviewing the service pricing page or by going to the Simple Monthly Calculator or https://calculator.aws.

One thing to note, while there is no charge for ObjectLock itself, you will see a significant increase in API calls for things like ReadObjectLockRetentionInfo. Depending on your use of CloudTrail, you may have an increase in associated costs there.
