Cognito email_verified gets set to false

I've got an interesting issue where occasionally a user is able to create an account with email and get verified with the one time passcode and then loses the email_verified prop. I can prove this is happening with a subsequent call to our api (deconstructed auth token jwt below). Strange thing is, later when we check in on this user we find their email_verified is set to false in the console. Has anyone experienced this before with Cognito?
