Account got hacked Email was changed

My account got hacked (don't know how). How to recover the account? Are ask AWS to banned the scammer or permanently delete that account. I know the account ID and the scammer's email that replaced my email.

Contacted the Abuse team, here is their respond. " At this time, AWS Trust & Safety does not provide customer support for billing or queries related to AWS accounts."

Submitted several tickets without log in, No email confirmation. No one ever contacted me back.

Can AWS ban that new email , permanently delete that account ?
