Unexpected bill. How do I shut down all services but leave my account open?

I went through some Bedrock training last month. I was billed $162 for less than a few hours during the training, and to my surprise, I'm at over $80 so far this month and haven't even used the service (I suppose it stays running even when not in use).

I am looking for a way to shut down all of my running services without canceling my account.
