Can Kinesis WebRTC be used for many-to-many user meetings?

The SendSdpOffer documentation states that a viewer can only send an offer to the master. That seems to indicate a single channel cannot be used to create a meeting room of more than 2 participants. Is there any way to support multi-user WebRTC meeting rooms with the Kinesis WebRTC API?
