Question

Could you please clarify which part of the networking stack is counted towards cross region data transfer?

For example, if on an established connection I send a TCP packet with 1 byte, it turns into 21 bytes if L4 is counted, 41 bytes if L3 is counted, 59 bytes if L2 is counted, and 79 bytes if L1 is counted.

We do count L3 packet sizes as you might expect. Keep in mind that the numbers in the above example are not always the same. For example, you might be using TCP options in which case TCP header may go above 20 bytes and the MSS in TCP would be lower than the regular 1360 bytes.

For billing purpose, always consider anything L3 and above, which corresponds to the actual MTU.
