RDS Mysql console stats do not match monitoring stats reported on overview

I have a mysql rds instance that is used by a web application to serve traffic, process reports, generate content via jobs etc. Currently, our queue ends up with a lot of jobs to process and that seems to be overloading the db instance a lot. However, the overview screen of the RDS console reports CPU Utilization to be 0% but I can see under processes, enhanced monitoring or the cloudwatch monitoring tab that there is non-zero utilization. Is this a bug with the overview or am I not understanding the reporting correctly?
