Regarding charges for non usages

Hi, My app development was left in the middle by the freelancer. The hosted app is not in use. I can use the email and the website but the app, there is no use. Can I get back up of the app code and deactivate them because it has no use. I am receiving Euro 60 around a month bill which was unexpected for me for the service is not in use. Please suggest what would be the best option. I am non technical and cannot perform these coding and technical jobs.
