AWS ETC Voucher declined without any reason | Please provide me my voucher

I want to share a deeply frustrating experience I—and many others—have just gone through with the AWS Emerging Talent Community’s voucher program, in the hope that by shining a light on it we can spur AWS to make their processes more transparent and fair.
On May 18, 2025, I hit “submit” on my request for a 100 % discount voucher for the AWS Certified Cloud Practitioner exam. I had completed every module of the Skill Builder exam‑prep course, finished every hands‑on lab, and scored 80 % on the official AWS Skill Builder practice exam—well above the 70 % threshold they recommend. I tracked my progress daily and double‑checked the Emerging Talent program page to ensure I met every published requirement, and felt proud that my weeks of effort had paid off. Four days later—on May 22—I received a terse email: “Your voucher request has been declined.” No explanation, no warning, and it happened to be the same day AWS quietly pulled all vouchers from the portal, wiping out anyone else’s final chance to claim them.
Despite fulfilling all eligibility criteria and applying well before the deadline, my voucher request was still declined—and I feel cheated by AWS Emerging Talent Community.
I am requesting AWS to provide me the deserving 100 % discount voucher. I have relevant screenshots to support my claim, and although I’ve raised a support ticket, their responses have been completely unhelpful.
