follow instructions and send the email to aws as you described.
Lately AWS is being more strict about accounts provisioning fir optimization reasons. They may block access depending on usage patterns, unusual geographical access or relatively recent accounts activity.
They will help you and open it again if there is nothing wrong with it, hope it helps ;)
