SES 554 email Email address is not verified. The following identities failed the check in region US-EAST-1

We have a new domain verified account setup in SES. We have the correct SMTP details and region set in code but we're getting the 554 email address is not verified error. AWS support have confirmed we're not in Sandbox mode due to another domain already being in use with no issue.
To be able to send to any email address do you have to have the domain verified and also the sending email address?
