- You aren't billed for snapshots that another AWS account owns and shares with your account or all AWS accounts. You're billed only when you copy the shared snapshot to your account. You're also billed for EBS volumes that you create from the shared snapshot.
- Those public snapshots are available to every AWS accounts. You will also see public snapshots when they are shared with you.

No, there is no additional cost to you for these public snapshots.
You aren't billed for the backup storage of public snapshots owned by other accounts. You're billed only for snapshots that you own.
You can always copy the snapshots to your account and control them as your own.
