How to allow client endpoint to access internet to specific applications/ports only

I want to create a desktop security tool for a specific use case where I want to block internet access of client (Windows and MAC) to allow access to pre-defined applications/ports/ip.

Can i use AWS VPN client to enforce this?

Are these Windows and Mac clients in your VPC?

If so, you can use Network Access Control Lists to limit outbound IPs/ports on a per subnet basis.
