Do We Need to Add Recipient Email Address to Amazon Simple Email Service in Production Mode?

My account is in production mode, and I'm using Cognito to send MFA codes to email through Amazon Simple Email Service. Since my account is in production mode, recipient email address verification is not required; only the sender's email verification is needed. Given this, do we still need to explicitly add recipient email addresses to the Amazon Simple Email Service? If yes, please share the AWS documentation page.
