Unable to connect to EC2 instances

Question

Earlier, when created EC2 instance I was able to connect thru SSH client (putty). After usage, I terminated EC2. Now after rebooting the instance unable to connect to the same EC2 Instance or any new instance. thru SSH getting 'Fatal Error: network connection timed out' Error.

Though if I try to connect thru web also getting below error.

'Failed to connect to your instance 
EC2 Instance Connect is unable to connect to your instance. Ensure your instance network settings are configured correctly for EC2 Instance Connect. For more information, see Set up EC2 Instance Connect at https://docs.aws.amazon.com/AWSEC2/latest/UserGuide/ec2-instance-connect-set-up.html.'

I followed the steps given below too.

Kindly help if I am missing some thing.

If you are trying connect using the IP check if it was changed, or use the DNS name instead.
then try to check the SG to allow SSH.
then try to check the NACL to allow in the outbound and the inbound of SSH.

If all failed you always have the option to use SSM.
