EC2 Instance Stuck in "stopping" state

I have an instance that was unresponsive and tried to stop it. Waited about 10 minutes, then tried a force stop and it has been stuck in the "stopping" state for about an hour now.
Instance ID: i-0fd6c70b8c60899db
Could you please stop it for me so I can start it back up?
