Hi! It looks like you are trying to change sending limits in AWS SES. This is typically part of what AWS refers to as "moving an account out of SES Sandbox to SES Production mode." Part of that process involves AWS doing verification and ensuring that SES Is not used improperly (fraud and abuse such as spam emails, etc). New AWS SES Accounts are typically in SES Sandbox mode unless requested to move out.
For more information about SES Sandbox vs Production mode, check out https://docs.aws.amazon.com/ses/latest/dg/request-production-access.html. In short, sandbox requires mail addresses to be verified and there are limits (max of 200 messages per 24 hours and 1 message per second) for sending.
From their request, they may want you to verify an identity first prior to adjusting your limits/moving you out of Sandbox mode: https://docs.aws.amazon.com/ses/latest/dg/creating-identities.html. If you check the support case - they may be checking your account in general for usage/verification in other regions. Keep in mind that the sending limit increase and the Production/Sandbox mode settings are per region in your AWS Account as well.
