How to register a domain name with the least possible cost and without having EC2?

If you would like to register a Domain you can use AWS route 53 to register a domain from the link https://us-east-1.console.aws.amazon.com/route53/home#DomainRegistration:

Once your Domain is registered it will create a hosted zone automatically in your Route 53 console.

1. If you do not want to host your application without Ec2 you can use S3 **Static Website hosting **
