Some more description would be useful.
Assuming this is a org based AWS account and you are the developer who just uses s3 and instances as a User. A good start would be contact IT to get details of AWS admin, so they would provide explation of what has happened.

My boss is the AWS admin and he doesn't know either. I was able to figure out the instances but no luck with the bucket problem.
